A New Cultural Installation [установка: also setting, set]

The question of culture is now posed as the central question of the entire being of the USSR. An enormous quantity of articles, books, correspondences and notes appears, treating the question of culture. However, all these posings bear a vividly expressed ideological character. In them it is very difficult to feel the real economic-managerial [экономически-хозяйственную] base, which would give that culture about which they now speak everywhere.

If we do not pose the question of culture constructively, if we do not derive it from those elements of static and dynamic actuality which we at present have, we risk creating a purely literary current, which very soon will go to wear [износ: wear-out]; will go the same way as a whole series of slogans once put forward, of the sort of — production propaganda and so forth. Very many connect the question of culture with the scientific organisation of labour. But it is clear that both the general slogan of the scientific organisation of labour (SOL [НОТ]), and its separate slogans, as, for example, speed, time, normalisation and so forth, are connected with culture by purely formal joinings. These cultural constructions will soon weather away if they are not placed upon the base of a completely definite economic manoeuvre. It is necessary not only to pose formal slogans, but to forge them, and precisely then already to unite the masses upon them. Even such a slogan as the religious slogan only then mastered the broad masses, when it was based upon a definite economic situation. Therefore now too, if the question of culture is to be treated seriously, it will be necessary to grope for such basic economic currents as would themselves spontaneously nurse cultural slogans. The task of a definite formed [оформленного: given form] current consists in this: conveniently and dexterously to catch these real currents and to give them system and formulation.

§ 1. The Rebirth [возрождение: also Renaissance] of the Economy

First of all it is necessary to state exactly that the period of storm and revolutionary onslaught in its first fierce stage has passed. If there will now be any sort of revolutionary movement, then it, evidently, will be either upon a broader base than ours, or else will be completely distinct from past stages.

The contemporary epoch is characterised, chiefly, by peaceful economic construction.

Already the economic slogan alone — to raise production up to the peaceful, pre-war level — it alone clearly formulates this thought. Contemporary economic life is characterised by an unprecedented economic manoeuvre, the task of which is the attainment of the economic prosperity of the USSR. And we can state the fact of the rebirth of the economy.

This rebirth-tendency [возрожденская: Renaissance-like] makes itself known in the most supreme guiding organisation — in our state finances. The organiser’s and economic role of state finances is still insufficiently evaluated. Our financial organisations — and among them Narkomfin — are looked upon chiefly from the point of view of the fisc or of subsidy. In actual fact our Narkomfin, like the West-European capitalist organisations analogous to it in the person of the ministry of finance and banks of various kinds, is the most energetic organiser and ferment [бродило: leaven] of economic life. Such interesting experiments as our Narkomfin carried out in a short time on the reduction of emissions [of paper money], on the issue of bank money, on the regulation of the estimates of departments, on the composition of the annual budget and on the stabilisation of the currency, speak of one thing — that it, precisely, is the real, actual organiser of the country, a mighty economic ferment. Its merit consists in the fact that it compressed our anarchic-economic will, forced it to act upon the base of a definite financial graph [график: also schedule]. [It] taught economic resourcefulness and foresight. There is no need even to speak of the fact that Narkomfin is also in general an organiser of life. Precisely it, as the conscious expresser of our economic policy, forced everyone to pull themselves up, to repair pavements, roadways, streets; dexterously to complete [укомплектовывать: fill out the complement of] the commodity in warehouses, to regulate street motion [traffic] and so forth, and so forth, and so forth. One may be of various opinions regarding the policy of Narkomfin. Subjectively one may curse it for having placed a whole series of institutions over an abyss, but, in any case, Narkomfin gives an instructive example of how it is necessary, or how it is possible, to regulate the economic life of the country. It, unconditionally, gave rebirth to Russian finances. It, unconditionally, more than anyone, places upon the order of the day the question of truly revolutionary-economic inventiveness and enterprise.

In one row with Narkomfin it is necessary to place those great and small manoeuvres which reveal the economic initiative of state institutions of various kinds, sometimes in dexterous combinations with foreign capital, cooperative, peasant and private. Before our eyes grow heroic examples of economic management [хозяйствование]. Before our eyes grow examples of both personal and collective economic construction and victories. We shall not speak in detail regarding these particular signs of our economic improvement. We shall only say that if one is now to think the creation of some sort of culture, then it cannot be torn away from these grandiose manoeuvres, from those moments of economic rebirth in Russia which in actuality have marked themselves out.

§ 2. The Sources [истоки: wellsprings, head-waters] of Culture

In the gigantic action for the rebirth of the economy Russia sets in motion a series of great historical levers, created before our eyes. First of all — industry, which awakened our sleeping agrarian country, communicated a new tempo to the entire national economy, awakened the slumbering enormous waste-grounds and gave a new type of the management of labour. Industry, both private and state, was that key to culture which was called upon to unlock the immobile inertness [косность: ossification] of Russia. Exact processing, regulated motion, rapidity in the fulfilment of time-limits [сроков] — all this industry gave us.

The world war too appeared as a most enormous factor of culture. It plunged enormous million-fold masses into a particular, psychologically compressed atmosphere. Forced [them] to value time. Forced [them] to resolve aims always upon the boundary between life and death, and made a new break-through into the inertness of Russia. If there had not been the world war with its horror, death and ash, then, probably, there would not have been such a popular revolution as passed across Russia, nor such a life, nor such a culture as has now marked itself out.

The Revolution, and especially our October Revolution — must be reckoned a new source of culture, having marked a new call to the masses, a call to the lower strata [низы: the ‘bottoms’], having marked the stake upon the popular anonym [the nameless man of the people], the stake upon constant social creativity and initiative. Simultaneously with this the revolution set as its aim, amidst all economic successes, to try to go level with those slogans which it wrote upon its banner. With the slogans of the socialist state, which gives certain [известные: lit. known] general social Installations for all citizens and especially for the so-called “lower” classes — workers and peasants.

As a certain derivative of this revolution we must note the enormous, unprecedented role of the state as regulator and organiser of social life and supreme creator of culture. The state previously too appeared as the bearer of enormous economies [хозяйств: concerns] in the form of railways and military factories, but never yet has the socially-economic role of the state been so great as in our days. Therefore our culture, evidently, must at the same time also be a state culture.

Finally, the last source, about which one may forget — this is the completely unparalleled agrarian character of our country. Russia accomplished an enormous revolution by the forces of the Proletariat and the peasantry, but now, when precisely the peasant character of the country has especially manifested itself — evidently, it is precisely with it that all previous sources must be connected.

§ 3. Forms of Economic Creativity

The forms of economic creativity at the present time in the USSR are economic-state regulation, state economic management, the economic initiative of separate state agents and enterprises, cooperative-economic creativity, private-capitalist creativity under a certain regulation of the state or else under its general supervision and, finally, the enormous peasant economies, spread out over almost two tens [два десятка] of kilometres.

If one were to consider all this enormous initiative together, then we can scarcely name this Americanism. Scarcely are these particular methods of economic management, which at the present time in our representation [conception] are joined with rapidity and exactness, and in the past — with incredible economic enterprise, a copy of capitalist initiative.

Our economic creativity is far more complex, for it is necessary for us to be exact, it is necessary for us to be enterprising, it is necessary for us to be rapid and, at the same time, it is necessary for us to be statists [государственники: men of the state], and moreover statists with a particular social inclination. It is clear that this economic rebirth is far more difficult than the American methodics. If we consider in detail the separate lines of economic creativity, then they will rise before us in the following manner. State economic management of the former type was marked by a particular stereotypy. It went along a definite channel with a once-marked-out calm programme. Whereas contemporary state economic management goes all the time under the sign of the manoeuvre. Not only that state economic management which is calculated upon the so-called private market, but even military production all the time lives through a particular nervousness in the adaptation to new military needs. The contemporary economic initiative of state labourers [работников] — this is something finding for itself no precedents in West-European practice. Our red director, chairman or member of the board of a trust, organiser of some sort of new economic committee — he at one and the same time is both an agent of the state, its official, sworn to the exact execution of the state will, but at the same time he is — a man of continuous enterprise. Every day it is necessary for him to prepare exits out of situations, to twist about and, developing initiative, sometimes to make everything out of zero. In this heated atmosphere many perish, many do not hold out [выдерживают].

Many calm down, like the most putrid officials, or give adventure [launch into a gamble]. And all the same we have on hand [в наличности] such a type of economic manager [хозяйственник] as can combine service to state interests with enormous personal enterprise.

Our cooperative-economic work also does not fit into West-European and American frames. Here it is necessary to be a guard of raw material, a guard of currency, a guard of the changing needs of the peasant masses. In a word, all this is far from that idyllic situation in which the West-European cooperators acted. And if one takes into account that cooperation executes also state tasks and at the same time is a bridge between state and private capital, then we can represent to ourselves that strategic talent which is required of the cooperative economic manager. And with all this there remain with us enormous masses of the peasantry, which in fact gravitate towards the private-capitalist structure [уклад: economic formation], among which there are still very few separate persons or collectives who can consciously execute state assignments, act in the full sense actively.

It is all these forms of economic creativity which in the end determine that culture for which it is necessary for us now to fight. This culture, which will be very paradoxical, will find no precedents in other bourgeois cultures and will scarcely draw its content directly from the ideology of the future.

§ 4. Electrification as the Graph [график: also schedule, chart] of Culture

Despite the fact that electrification with us enjoys a deserved renown — this renown is merely of a formal order. The concrete outline itself of the plan of electrification is still little studied, if only, probably, because books about this electrification are with us almost non-existent. And meanwhile, the general plan of electrification is interesting in that it marked out those basic roads, those paths, along which our culture will move.

Electrification — this is an enormous machine, which [they] began to build upon the agrarian parade-ground [плац] and waste-ground called Russia. With its electrical paws it touches not only the centre, not only those places which from of old appeared as our cultural centre; it projected new paths of the cultural mastering of Russia, which to a significant degree were also reflected upon the map of electrification. Electrification indicated those paths along which post-revolutionary Russia will pass in the sphere of industry. Its enormous paws directed themselves out of the centre to the East, the South-East, Turkestan, the Volga, the North of Russia, Siberia.

After a certain electrical completion [укомплектование: fitting-out to full complement] of the centre, the plan of electrification presupposed a gradual mastering of the outskirts. More than that, the plan of electrification pre-decided a certain general displacement of our entire culture. If previously our culture was concentrated, chiefly, in Leningrad and in the Moscow central district, then the plan of electrification displaces it gradually to the East, enlivens the Volga precisely by that economic construction which began before our eyes. The general plan of electrification, besides the fact that it as it were electrifies the existing railways — marks out new electrified and railway paths in the South-East, Turkestan, the North and Siberia.

If one attentively studies this plan, if one attentively studies a whole series of economic and technical compositions which lay down at the base of this plan (as, for example, the book of Prof. Grinevetsky — “Post-War Perspectives [prospects] of Russian Industry”), we shall convince ourselves that our plan of electrification in essence signifies a plan of the revolutionary colonisation of the country.

After Poland fell away from us, the connection with Finland broke off and an economic blow was dealt to Leningrad, quite naturally our economic eye turned to the enlivening of the East. And we now see how before our eyes, in premonition of this revolutionary colonisation, enormous organisations have already composed themselves, of the sort of Severoles, Sibles, the Nizhny Novgorod Fair Committee [ярмарком], Irbitkom, Sibput and others, which work upon the colonisation of Russia. This somewhat odious word — colonisation — gradually enters into circulation. Not only the colonisation institute occupies itself with colonisation. We know that, for example, the Murmansk railway has a particular colonisation administration.

The plan of electrification signifies a certain industrialisation of our country, joined with the settling of enormous waste-grounds, untouched places. And the chief expression of this colonisation is a powerful shift [передвижение: moving-over] to the East. And it is no wonder that the greatest economic initiative, the greatest economic manoeuvring is revealed by precisely that part of our economy which has to do with the enlivening of untouched places. Evidently, we stand upon the eve of some sort of enormous movement, joined with this displacement.

The general plan of electrification will, undoubtedly, be revised several times, but it is just as undoubted that it all the same expresses this shift of our economic, and consequently also general, culture.

§ 5. Popular Energetics [энергетика: also power-engineering]

And meanwhile up to now a definite ideological routine is still strong; and it will drag on for a long time yet. A routine which is expressed in Chekhovian words: — To Moscow! To Moscow! To Moscow!1

1The refrain of the sisters in Chekhov’s Three Sisters (1901).

This slogan it will be necessary to oppose with another — a definite extensification of our culture. Not flight to Moscow, where the walkers [ходоки: peasant petitioners on foot] go “to Kalinin himself”, where according to the stories live extraordinarily clever students, where are found all the entrances and exits into the ruling institutions, where live the gold speculators — rather it is necessary to create a real popular and economic-cultural movement back into the uninvestigated depths of Russia.2

2M. I. Kalinin (1875–1946), Chairman of the Central Executive Committee — the nominal head of the Soviet state, of peasant origin, the ‘All-Union Elder’ to whom peasant petitioners traditionally made their way.

The slogan “To Moscow” it is necessary to turn around and convert into the slogan “To the virgin soil [целина: unbroken land]!”.

It will be necessary, evidently — partly already answering the economic rebirth that has begun, the realisation of the plan of the economy that has begun and the culture thus formulating itself — to throw out the slogan “Go into the depths!”. Create culture there, where you now stand. Do not move into the centre, do not create, to please the past, an officials’ culture [чиновничью: of officialdom], but do there, on the spot — everything you take into your head, having in view the most limited means. The customs of begging from the state, which were practised by our traditional merchantry and petty townsmen [мещане: the petty-bourgeois estate], have to a significant degree been transferred here, into our new revolutionary fatherland. To them it is necessary to oppose something else: — “Fight with what there is!”; if you are dissatisfied with the place upon which you stand, then with that armament, with that instrument which you have in your hands, go further into new places, but only do not strive to “Moscow”, do not strive to the old brooded-upon [насиженный: long-sat-upon] centre, where you are interested in meetings of various kinds with people capable of giving subsidies. Exactly so, do not strive there in order necessarily to be enrolled in a university. For all the same the universities under the pressure of the flow into the centre are bursting. They can contain fewer and fewer people. If they contain twice as many as they can contain now, then surely it is not in them that there will be formed that culture which is needed by the new economically-initiative Russia. It is necessary to create a type going straight from the lower strata — energetic, enterprising sources, which can there on the spot join devotion to the state with economic enterprise and initiative.

We speak very much about Americanism, and meanwhile Americanism must be characterised not at all by refined education, but first of all by inexhaustible energy. All the great American inventors and dealers were not at all people who had received a higher or even a secondary education. They were energetic nuggets [самородки: native metal; natural, self-made talents], who could in any abandoned wagon or else simply upon a waste-ground make an invention — and conquer by it. Evidently, that type of cultural man which it will fall to us to create in unison with the unfolding economy will be characterised not by those traits which interested the old Russian — well-read but slovenly — intelligentsia.

§ 6. The Creation of New Cultural Installations

In order to conquer upon the economic front, in order that it be possible to conquer amidst the inexpressible poverty of equipment, in order to forge within oneself the capacity for the economic manoeuvre and at the same time to be devoted to the state, it will be necessary to have particular qualities, which up to the present time do not yet clearly step forward. They are scattered across organisations of various kinds, sometimes only in hints, sometimes only in some single line — and are in need of their synthesis. This Installation upon culture must be constructed so that it be a real cultural armament in the future economy. This is that type which we desire to create. That culture which is necessary for us under these conditions — is a culture of knack [сноровка].

Culture itself in our understanding — is nothing other than technical and social knack. This culture demands a whole series of qualities, which we shall name Installations. Under the name of cultural Installations we understand such biological and social qualities, the mastery of which secures for the bearer of these qualities cultural and social victory. It is clear that the list of these qualities can be derived from those sources which were noted above, and from those perspectives which are fixed in our general plan of the economy.

WE NEED NOT SIMPLY CULTURE, WE NEED A CULTURAL INSTALLATION

§ 7. The Programme of the Cultural Installation

Below we shall endeavour to lay open [вскрыть: cut open, dissect] the separate points of the programme. We should like to look upon them to a significant degree as a methodics. And only then, when the movement itself for this programme has already taken palpable forms, will it be possible to differentiate this programme to a significant degree. At present we give its general complex.

A. OBSERVATIONALITY [наблюдательность: the faculty of observation]

The upbringing [воспитание: also training, education] of our organs of sense, such especially as the eye and the ear, we place in the first place. It is understood that this upbringing of the sharp eye and the fine ear, even if specially armed for this purpose, we put forward as a means for the upbringing of fixed attention.

The capacity to fix attention at any moment upon any aim, exactly and definitely to limit this aim by a definite section or a definite motion — must be reckoned the alphabet and the introduction to this new cultural Installation. Already as a definite conclusion from here we shall have to note alertness [настороженность: being on guard], as a quality necessary to the observational man. The capacity at any moment to listen, at any moment to perceive, to be ready at every moment to detach oneself from that with which one is at the present moment occupied, and to give oneself over to the next, even if accidental, thing — is an attribute of that type of cultural man which we need. The grips [приёмы: techniques, methods] of observation must be put together into a particular science. About this it is necessary not only to write learned books of various kinds, about this it is necessary to issue particular practical guides. Observationality we reckon a step towards the analysis of life. Only that man can seriously analyse actuality, exactly split it into definite separate links, who has grown accustomed to observe exactly, to fix his attention rapidly, to untie by his observation separate bound-together things.
