We assert that the foundation for the construction of every sort of bio-characteristic must be precisely the organisational-technical description of a given type in the form of the published qualification characteristics, where it is especially necessary to direct attention to the form of production, to operational analysis and to functional analysis. A biological characteristic carried out without accounting [учёт] for the form of production and for the analytical-organisational characteristic not only fails to resolve the task of revealing the genuine profile, but in fact disorients the investigator who has passed through the analytical-production school.
Мы утверждаем, что основанием для построения всякого рода био-характеристик должно быть именно организационно-техническое описание данного типа в форме публикуемых квалификационных характеристик, где особенно необходимо обращать внимание на форму производства, операционный анализ и анализ функциональный. Биологическая характеристика, проведенная без учета формы производства и аналитически-организационной характеристики, не только не решает задачи выявления подлинного профиля, но фактически дезориентирует исследователя, прошедшего аналитико-производственную школу.
The functional formula: Р — У — О — К (the functions of the labourer being calculational, constructor-installational [установка: also setting, set], processing [machining] by the immediate carrying-out of the operation, and control) may serve not only for the Analyst-Technician, but also for the biologist as that functional canvas upon which, properly speaking, the biological characteristic of the labourer can indeed be constructed.
Функциональная формула: Р – У – О – К (функции работника расчетные, конструкторско-установочные, обработочные по непосредственному проведению операции и контрольные) может служить не только для аналитика-техника, но и для биолога той функциональной канвой, по которой, собственно говоря, и можно строить биологическую характеристику работника.
16. It is very important to determine the utilisation of the published material for economic policy in the sphere of wages. We by no means wish to say that qualification characteristics can appear as the sole foundation for the regulation of the wages of separate strata of workers in a given enterprise or in a given production.

Мы отнюдь не хотим сказать, что квалификационные характеристики могут явиться единственным основанием для регулирования заработной платы отдельных слоев рабочих в данном предприятии или в данном производстве.
But when the question is posed of economic stimulation during the transition to a higher form of production, or during the radical carrying-out of mechanisation, it is very important to establish the functional significance of determined [definite] groups of workers, upon whose behaviour the carrying-out of a given form of production most depends. The breaking-down of the worker composition into functional classes, carried out in the published works, opens an analytical path in the resolution of economic stimulation. Thus, for example, an experienced analyst, for the decisive carrying-out of mechanisation, will hardly think that those subject to stimulation are predominantly those who work on mechanisms and machines (the class by function «О»); he will, of course, not forget that group of workers which by its work immediately conditions the most decisive mechanisation itself: namely, the group by function «Р» and «У», and especially those who construct and produce the fixtures [приспособления: devices, attachments] mechanising production.
Но когда ставится вопрос об экономическом стимулировании при переходе на более высокую форму производства или при радикальном проведении механизации, очень важно установить функциональное значение определенных групп рабочих, от поведения которых наиболее зависит проведение данной формы производства. Разбивка рабочего состава на функциональные классы, проведенная в публикуемых работах, открывает аналитический путь при решении экономического стимулирования. Так, например, опытный аналитик для решительного проведения механизации едва ли будет думать, что стимулированию подлежат преимущественно те, кто работает на механизмах и машинах (класс по функции «О»); он, конечно, не забудет ту группу рабочих, которая непосредственно своей работой обусловливает самую решительную механизацию: именно группу по функции «Р» и «У» и особенно те, кто конструирует и производит приспособления, механизующие производство.
17. The thorough work on the designing of the worker composition and the organisation of labour compelled us especially to fix attention upon the problem of the unfolding [deployment, development] of production.
17. Тщательная работа по проектированию рабочего состава и организации труда заставила нас особенно фиксировать внимание на проблеме развертывания производства.
In the literature on the organisation of labour and production, the questions of the functioning of enterprises and of production have been fixed and elaborated for a comparatively long time already; but how to unfold enterprises, and especially how to unfold such giants — having the significance of world unica [unique specimens] — which are now being built and are working in the Soviet Union — this problem has been little, almost entirely not, elaborated. We suppose that by the absence of elaboration of this problem are explained the infantile disorders [children’s diseases] of our new enterprises.
В литературе по организации труда и производства сравнительно давно уже фиксируются и разрабатываются вопросы функционирования предприятий и производства, но вот как развертывать предприятия, особенно же как развертывать такие гиганты, имеющие значение мировых уникумов, которые строятся и работают теперь в Советском Союзе, – эта проблема мало, почти совсем не разработана. Мы полагаем, что отсутствием разработки этой проблемы объясняются детские болезни наших новых предприятий.
To elaborate the problem of unfolding means to design with punctual precision the order of the sequential introduction into action of the separate shops of the enterprise. This problem in the designs of new enterprises is very weakly elaborated, and such a most important problem as the unfolding of the work of the living composition of enterprises is utterly not elaborated at all.
Разработать проблему развертывания – значит, спроектировать с пунктуальной точностью порядок последовательного введения в действие отдельных цехов предприятия. Эта проблема в проектах новых предприятий очень слабо разработана и уж совершенно не разработана такая важнейшая проблема, как развертывание работы живого состава предприятий.
The published materials give the possibility to illuminate, to a certain degree, this question as well, inasmuch as in them it is visible which precise shop, and which corresponding living worker composition of the enterprise, is determining in the unfolding or reconstruction of the enterprise.
Публикуемые материалы дают возможность до некоторой степени осветить и этот вопрос, поскольку в них видно, какой именно цех и какой соответствующий ему живой рабочий состав предприятия является определяющим в развертывании или реконструкции предприятия.
Unfolding the works on the preparation of the Labour Force [рабочая сила], the works on the carrying-out of the newest forms of the organisation of labour, and also on designing, we were able to establish typical forms of the unfolding of enterprises. If these characteristic forms are not made conscious, if a corresponding foresight is not constructed in accordance with these forms, then one may permit oneself a thoroughgoing and “fatal” luxury of errors. In fact, there are new enterprises which unfold by completely identical concentres [concentric rings], merely quantitatively expanding one and the same type of equipment; such are textile enterprises, enterprises of light rolling, nail-making ones. There are enterprises which it is necessary first of all to unfold as experimental ones, under comparatively low forms of the organisation of labour, and only upon an already verified type of model, of materials and of processings, to unfold the workshops for the production of instruments and fixtures, and only then to unfold the production shops in the order of mass production; such are the tractor-building enterprises. There are enterprises which unfold “from the end” — from the assembly of finished parts, as, for example, the Nizhny Novgorod factory. Naturally, characteristic “types” of unfolding are revealed, and in accordance with this there results also a particular “type” and sequence of inclusion into production, and of the production preparation, of the living composition.
Развертывая работы по подготовке рабсилы, работы по проведению новейших форм организации труда, а также по проектированию, мы могли установить типичные формы развертывания предприятий. Если эти характерные формы не осознать, если не строить в соответствии с этими формами соответствующего предвидения, то можно позволить себе основательную и «роковую» роскошь ошибок. На самом деле, есть новые предприятия, которые развертываются совершенно тождественными концентрами, лишь количественно расширяя один и тот же тип оборудования, таковы предприятия текстильные, предприятия по легкому прокату, гвоздильные. Есть предприятия, которые необходимо прежде всего развернуть как опытные при сравнительно низких формах организации труда и только уже при проверенном типе модели, материалов и обработок, развертывать мастерские по производству инструментов и приспособлений, а потом уже развертывать производственные цеха в порядке массового производства; таковы предприятия по тракторостроению. Есть предприятия, которые развертываются «с конца» – со сборки готовых деталей, как, например, Нижегородский завод. Естественно, что выявляются характерные «типы» развертывания, а в соответствии с этим получается и особый «тип» и последовательность включения в производство и производственной подготовки живого состава.
The published materials will give sufficient material for the evaluation of the significance of this or that group of the living worker composition during the unfolding of enterprises in correspondence with the “type” of this unfolding.
Публикуемые материалы дадут достаточный материал для оценки значения тех или иных групп живого рабочего состава при развертывании предприятий соответственно «типу» этого развертывания.

These same materials, or analogous ones for other enterprises — and precisely through the analysis of unfolding — give the possibility to determine the sequence in the preparation of various groups of the worker composition. The sorrowful experience of the calculation of needs and of preparation “wholesale” must be smashed irrevocably; the sequence of entry into production, and consequently also the sequence of preparation, may be rather precisely determined in the analysis of the design material, especially in the distribution of shops into functional classes.
18. Эти же материалы или аналогичные им по другим предприятиям – и именно сквозь анализ развертывания – дают возможность определить последовательность в подготовке различных групп рабочего состава. Печальный опыт исчисления потребностей и подготовки «оптом» должен быть разбит бесповоротно; последовательность вхождения в производство, а, следовательно, и последовательность подготовки может быть довольно точно определена при анализе проектного материала, особенно при распределении цехов на функциональные классы.
19. These same materials may also pre-determine the forms of production preparation. Depending upon the type of the worker, depending upon the organisation of labour at his work-place or front (according to the qualification characteristics), and also depending upon the form of the organisation of labour in a given department or shop of the enterprise, it is possible to clarify whether it is possible to carry out the preparation in instructional-installation shops for the whole instructional period; whether a certain narrowing of this period is possible, also at the expense of a relative expansion of preparation directly on production work with the application of functional forms of training; whether it is possible to carry it out making use only of the functional form; or, finally, whether exclusively running [current] instruction on production itself is admissible and possible.
19. Эти же материалы могут предопределить и формы производственной подготовки. В зависимости от типа рабочего, в зависимости от организации труда на его рабочем месте или фронте (по квалификационным характеристикам), а также в зависимости от формы организации труда в данном отделении или цехе предприятия можно выяснить, возможно ли производить подготовку в учебно-установочных цехах в весь учебный период, возможно ли известное сужение этого периода и за счет относительного расширения подготовки прямо на производственной работе с применением функциональных форм обучения, возможно ли проводить, пользуясь только функциональной формой, или, наконец, допустим и возможен исключительно текущий инструктаж на самом производстве.
Here it is especially important to direct attention — besides the preparation of instrument-makers and workers of the hot shops — to the preparation of the workers of the mechanical shops working with installers [установщики: setters]. A timely and deepened-methodical preparation of installers may be so carried out that the installer may at the same time be also an instructor on production, capable of assimilating [breaking in] new masses of workers by the most perfected instruction.
Здесь особенно важно обратить внимание, кроме подготовки инструментальщиков и рабочих горячих цехов, на подготовку рабочих механических цехов, работающих с установщиками. Своевременная и углубленно-методическая подготовка установщиков может быть так проведена, что установщик может быть в то же время и инструктором на производстве, могущим осваивать новые массы рабочих наиболее совершенным инструктажем.
20. Probably, from our preceding exposition it is already clear that the materials on the designing of the Labour Force and the organisation of labour are at the same time sources for the planning of the Labour Force. The defects and the general unreliability of contemporary planning are already sufficiently known; this planning satisfies no one. However, after one experience of unsatisfactory planning follows another experience of, in general, the same reliability and value.
20. Вероятно, из предыдущего нашего изложения уже ясно, что материалы по проектированию рабочей силы и организации труда в то же время являются и источниками по планированию рабочей силы. Дефекты и общая ненадежность современного планирования уже достаточно известны; это планирование никого не удовлетворяет. Однако за одним опытом неудовлетворительного планирования следует другой опыт в общем такой же достоверности и ценности.
The weakness of contemporary planning is explained by the fact that it is conducted at random (“from the ceiling”), “in general and as a whole,” and in the majority of cases by bare analogy with old nomenclatures. A bare indication of a nomenclature says nothing without the presentation of an unfolded qualification characteristic. Very little help to the matter is given also by the indication of a grade: the labour departments determine grades without competent references to the form of production and to the concrete production process. Whereas the division of the worker composition into classes is not only a reliable source for the planning of the worker composition and of preparation, but at the same time also a control of the various plan-documents manufactured by the production-men. We should especially like to arrest attention upon the fact that the breaking-down of workers into functional classes gives the possibility to establish determined [definite] relations between groups of production qualifications.
Слабость современного планирования объясняется тем, что оно ведется наугад («с потолка»), «в общем и целом» и в большинстве случаев по голой аналогии со старыми номенклатурами. Голое указание на номенклатуру ничего не говорит без предъявления развернутой квалификационной характеристики. Очень мало помогает делу и указание на разряд: отделы труда определяют разряды без компетентных справок с формой производства и конкретным производственным процессом. Между тем как разделение рабочего состава на классы является не только надежным источником планирования рабочего состава и подготовки, но в то же время и контролем различных плановых документов, изготовляемых производственниками. Мы особенно хотели бы остановить внимание на том, что разбивка рабочих на функциональные классы дает возможность устанавливать определенные отношения между группами производственных квалификаций.
And if with these moments one couples the type of unfolding of enterprises, then we already possess grounds not only for the indication of annual control figures, but also for programmatic constructions by quarters and months.
А если с этими моментами сопрягать тип развертывания предприятий, то мы имеем уже основания не только для указания годовых контрольных цифр, но и для программных построений по кварталам и месяцам.
21. The published documents, inasmuch as they are an expression of the reconstruction of enterprises, are at the same time a source for the compilation of mobilisation plans concerning both the Labour Force and organisational-production moments.
21. Публикуемые документы, поскольку они являются выражением реконструкции предприятий, в то же время являются источником для составления мобилизационных планов, касающихся как рабочей силы, так и организационно-производственных моментов.
22. Finally, the issued materials on qualification characteristics, and in general on the designing of worker types and the organisation of labour, are those technical monographs which help to establish what precisely contemporary polytechnism constitutes out of itself. CIT [ЦИТ, Central Institute of Labour] has published a great quantity of characteristics of worker types relating to almost all the principal branches of industry. All of them, taken together, are that enormous encyclopaedia of contemporary production qualifications which will permit — especially by applying functional analysis — the finding of the aspect [visage, image] of contemporary polytechnism and the mapping-out of the tendencies of its development.
22. Наконец, издаваемые материалы по квалификационным характеристикам и вообще по проектированию рабочих типов и организации труда являются теми техническими монографиями, которые помогают установить, что же такое представляет из себя современный политехнизм. ЦИТ опубликовал большое количество характеристик рабочих типов, относящихся почти ко всем главным отраслям промышленности. Все они, вместе взятые, и являются той огромной энциклопедией современных производственных квалификаций, которая позволит, особенно применяя функциональный анализ, найти облик современного политехнизма и наметить тенденции его развития.
Such are the directions in which the utilisation of the materials published by us appears to us possible.
Вот в каких направлениях нам представляется возможным использование публикуемых нами материалов.
But it is understood that these possibilities may also be expanded depending upon other aims which the investigator or the practical politician sets for himself in the sphere of the preparation of the Labour Force, of the organisation of labour and of production.
Но понятно, что эти возможности могут быть и расширены в зависимости от других целей, которые поставит себе исследователь или практический политик в области подготовки рабсилы, организации труда и производства.
