The Scope and Character of the Work of CIT [ЦИТ, Central Institute of Labour]

After CIT folded up its stationary bases for the preparation of the Labour Force [рабочая сила], about two years have already passed, and during this time a new development has revealed itself in the work, and new forms have been marked out.
После того, как ЦИТ свернул свои стационарные базы по подготовке рабочей силы, прошло уже около двух лет, и за это время в работе выявилось новое развитие и обозначились новые формы.
The basic methodological paths in the work have remained the same, but have received a significant deepening and expansion. Now at the centre of attention is the organisation of labour and production; the preparation of the Labour Force, however, is strictly subordinated to this task, both in its target Installations [установка: also setting, set] and in its scope. It is carried out at the enterprises both in the form of a deliberate special preliminary preparation, and (all relatively more and more) in the form of systematic production instruction on the basis of written documents (cards of the organisation of labour), which include the instructions “How to Work.” On the other side, the work on technical reconstruction has sharply marked itself out, in the form of the constructing of machine-tools on the basis of their standard aggregation [assembly from standard units].

Теперь в центре внимания – организация труда и производства; подготовка же рабочей силы строго подчинена этой задаче и в своих целевых установках и в своем объеме. Она осуществляется на предприятиях как в форме нарочной специальной предварительной подготовки, так и (все относительно больше и больше) в форме систематического производственного инструктажа на основе письменных документов (карт организации труда), включающих инструкции «Как надо работать». С другой стороны, резко обозначилась работа по технической реконструкции в форме конструирования станков на основе их стандартного агрегатирования.
As is visible already from this, the problem front of CIT has undergone a significant expansion. It is understood that with this expansion the responsible treatment and practical resolution of problems is guaranteed by methodological unity. If these thematics [тематика: range of themes] proceeded in the order of spontaneous [elemental] reactions to demands, or in the order of a simple summation of the initiative of departments, brigades and co-workers, we could not vouch for due responsibility in the work, and no “guiding circulars” would save the position.
Как видно уже из этого, проблемный фронт ЦИТ испытал значительное расширение. Понятно, что при этом расширении ответственная трактовка и практическое разрешение проблем гарантируется методическим единством. Если бы эта тематика шла в порядке стихийных реакций на запросы или в порядке простого суммирования инициативы отделов, бригад, сотрудников, нам нельзя было бы ручаться за должную ответственность в работе, и никакие «руководящие циркуляры» не спасли бы положения.
This thematic sweep coincided in CIT with a most interesting phenomenon in the cadre composition of CIT. Into CIT there poured a significant quantity of new youth, predominantly from those who had passed through various CIT courses: communists, Komsomol members and non-party members. They head the responsible combat sectors of CIT at the enterprises. And so, in this situation, it proved possible upon the shoulders of these new cadres to carry out a new deepening of the works.

В ЦИТ влилось значительное количество новой молодежи по преимуществу из тех, кто прошли различные цитовские курсы: коммунисты, комсомольцы и беспартийные. Они возглавляют ответственные боевые участки ЦИТ на предприятиях. И вот в этой обстановке удалось на плечах этих новых кадров вынести новое углубление работ.
The process of this deepening proceeded on an organisational front incomparably narrower than the preparation of the Labour Force [рабсила] on the stationary bases. This can be seen first of all in the fact that at the present time the practical obligations of CIT across all kinds of works fluctuate within the limits of forty enterprises; the firm bases, however, with sharply fixed and prolonged obligations, are expressed in the quantity of twenty units — enterprises, if one does not count the enterprises directly led by CIT.
Процесс этого углубления шел на организационном фронте несравнимо более узком, чем подготовка рабсилы на стационарных базах. Это можно видеть прежде всего в том, что к настоящему времени практические обязательства ЦИТ по всем видам работ колеблются в пределах сорока предприятий; твердые же базы с резко закрепленными и длительными обязательствами выражены в количестве двадцати единиц – предприятий, если не считать предприятий, непосредственно руководимых ЦИТ.
Across heavy industry the work proceeds by branches: machine-building, metallurgy, construction, the fuel industry — on 16 bases; besides this, several bases for motor transport and agriculture.
По тяжелой промышленности идет работа по отраслям: машиностроение, металлургия, строительство, топливная промышленность – на 16 базах, кроме этого, несколько баз по автотранспорту и сельскому хозяйству.
All these bases unfold their investigative and practically-realisational thematics across all three chiefest divisions: the preparation of cadres, the organisation of labour and the organisation of production. But there already exists a certain minority of bases which works in the sphere of technical reconstruction.
Все эти базы развертывают свою изыскательную и практически-реализационную тематику по всем трем главнейшим разделам: подготовка кадров, организация труда и организация производства. Но уже имеется некое меньшинство баз, которое работает в области технической реконструкции.
If one distributes the bases according to the degree of direct responsibility in relation to the enterprises, then we shall obtain the following picture.
Если распределить базы по степени непосредственной ответственности по отношению к предприятиям, то мы получим следующую картину.
All the bases without exception are represented by works of the project type (on the organisation of production, of labour and of the worker composition). These are works where the methodological armament of CIT stands out sharply, but where, however, there is not only no direct guarantee of productivity, verifiable by effectiveness, but not even a contractual one. Here productivity is demonstrable by calculations, but not by direct realisation through the forces of CIT — the project is realised by the enterprise itself.
Все базы без исключения представлены работами типа проектных (по организации производства, труда и по рабочему составу). Это – работы, где резко выступает методическое вооружение ЦИТ, но, однако, здесь нет не только непосредственного, проверяемого эффективностью, но и договорного ручательства за производительность. Здесь производительность доказуема расчетами, но не непосредственной реализацией силами ЦИТ – проект реализует само предприятие.
The next step in the growth of our direct responsibility is constituted by every sort of work connected with the preparation of production, the preparation of the Labour Force, the preparation of the organisation of labour. If in the first category of works the output is obtained only in the form of documentation, then here it is expressed in the form of organisational arrangements [devices] and prepared cadres. Such a kind of work, and the type of responsibility coupled with it, is characteristic for three quarters of the total quantity of our bases. These works are very responsible, but in them there is no direct responsibility for the functioning of production itself; they may predetermine production, they prepare the factors of production. However, we repeat, they have no direct operative expression in the very course of production at the given stage of production.
Следующей ступенью по нарастанию нашей непосредственной ответственности являются всякого рода работы, связанные с подготовкой производства, подготовкой рабсилы, подготовкой организации труда. Если в первой категории работ продукция получается лишь в виде документации, то здесь она выражается в форме организационных устройств и подготовленных кадров. Такого рода работа и сопряженный с ней тип ответственности характерен для трех четвертей всего количества наших баз. Эти работы очень ответственны, но в них нет непосредственной ответственности за самое функционирование производства; они могут предопределять производство, они готовят факторы производства. Однако, повторяем, непосредственного оперативного выражения в самом ходе производства они на данной стадии производства не имеют.
The phase which transfers these works into the next stage of responsibility is the phase of servicing production during its direct functioning. The function itself of the direct operative conduct of production (“processing” [machining]) is in the hands of the ordinary factory personnel, but the current servicing (on the basis of the project and preparatory works executed by CIT) is already in the hands of the special Installation brigades of CIT. This is the most typical form of CIT works at the enterprises, running across all branches of industry (heavy, motor and agricultural). Two thirds of the brigades of CIT bear precisely such responsibility. Current instruction of the workers, instruction of the installers [setters], the adjustment of the servicing of the basic technological process along the line of equipment, along the line of feeding with materials, fixtures, lubrication, etc. — such is the content of these works.

Это наиболее типичная форма цитовских работ на предприятиях, идущая по всем отраслям промышленности (тяжелой, авто- и сельскому хозяйству). Две трети бригад ЦИТ несут именно такую ответственность. Текущий инструктаж рабочих, инструктаж установщиков, наладка обслуживания основного технологического процесса по линии оборудования, по линии питания материалами, приспособлениями, смазкой и пр. – вот содержание этих работ.
A number of brigades goes out beyond the limits of these functions, although by contract they are not bound to give anything more.
Ряд бригад выходит за пределы этих функций, хотя по договору они не должны давать ничего больше.
These brigades either directly manage the auxiliary servicing equipment, or take upon themselves the guarantee [surety] for the technology and its perfecting on narrow sectors.

But this in its turn is already a bridge to the very highest form of the work of the Installation brigades — the direct conduct of production processes on a defined sector or in the entire chain of cycles of the given enterprise. At this stage the labourers of the CIT brigades already occupy administrative-technical posts in the enterprise. Precisely to such a stage of work have some of our Installation brigades arrived in machine-building and in construction.
Но это в свою очередь уже является мостом к самой высшей форме работ установочных бригад – непосредственному ведению производственных процессов на определенном участке или во всей цепи циклов данного предприятия. На этой стадии работники цитовских бригад уже занимают в предприятии административно-технические посты. Именно к такой стадии работ пришли некоторые наши установочные бригады в машиностроении и в строительстве.
We must, however, say that at the present time in the system of CIT there exist two enterprises which CIT conducts itself directly, being a trust (in the person of “Ustanovka” [Installation]): enterprise No. 1 — a Machine-Tool Building Factory of serial outputs, and No. 2 — of mass production of a limited quantity of parts.

CIT only now, on the basis of all its works, has decided to organise its own enterprises, with a course towards the full reflection of its culture right down to clinico-production devices, but, of course, not merely for the demonstration of methods as such, but precisely of methods as direct factors of high productivity.

It is extremely interesting to give an account [отдать отчет: render a report] of how the work at the enterprises proceeds in the sense of production scale.
Чрезвычайно интересно отдать отчет в том, как идет работа на предприятиях в смысле производственного масштаба.
CIT has long been known as a principled partisan of the “narrow base.” It is understood that this principle is not for the sake of the principle. But CIT supposed that an investigative and experimentally-practical institution cannot work as the ordinary economic manager [хозяйственник] works. From an institute one must demand a particular exhaustive depth of study and a completeness in practical realisation.
ЦИТ давно известен как принципиальный сторонник «узкой базы». Понятно, что это принцип – не ради принципа. Но ЦИТ полагал, что изыскательное и экспериментально-практическое учреждение не может работать так, как работает обычный хозяйственник. От института надо требовать особой исчерпывающей глубины изучения и законченности в практической реализации.
As a rule, the first model of work is created on a defined single typical workplace. To this workplace there is given a careful technological characterisation, a careful characterisation of the organisation of production and labour, and, finally, there is given a full characterisation of its functional servicing.
Как правило, первая модель работы создается на определенном одном типичном рабочем месте. Этому рабочему месту дается тщательная технологическая характеристика, тщательная характеристика организации производства и труда и, наконец, дается полная характеристика его функционального обслуживания.
With this all the Installation brigades of CIT at the enterprises begin to work; with this likewise begins every new scientific-investigative problem.
С этого начинают работать все установочные бригады ЦИТ на предприятиях, этим же начинается всякая новая научно-изыскательная проблема.
And only then do we pass over to a series of workplaces connected amongst themselves in the form of a production cycle.
И только тогда мы переходим на ряд рабочих мест, связанных между собой в форме производственного цикла.
Successful work within the limits of a cycle gives the right of passage to series of cycles, right up to a through passage along the flow as a whole.
Успешная работа в пределах цикла дает право перехода на ряды циклов вплоть до сквозного прохода по потоку в целом.
It is interesting now to sum up the results of how the approbation of the works of CIT is taking shape.
Интересно теперь подвести итоги, как складывается апробация работ ЦИТ.
In this respect it is necessary to note two moments [factors]: the authoritativeness of the approbation and its legal significance.
В этом отношении необходимо отметить два момента: авторитетность апробации и ее правовая значимость.
If the internal expert-examination [экспертиза] of CIT plays more the role of a methodological approbation, then the confirmation of the works by external organisations, under whose jurisdiction the enterprise stands, gives the ground for the reinforcement and expansion of the works.
Если внутренняя экспертиза ЦИТ больше играет роль методической апробации, то утверждение работ внешними организациями, в ведении которых находится предприятие, дает основание для укрепления и расширения работ.
CIT sharply separates these moments. The internal expert-examination is carried out by the presidium after the works have been fixed in writing in the form of extended theses (a short report), with the attachment of drawings, schemas, graphs and calculation tables. These works are studied in depth by special opponents, whose written reviews the presidium hears out. The final resolution on the report is adopted after the summing-up [résumé] of the chairman, and only at the following session.

Внутреннюю экспертизу осуществляет президиум после письменно зафиксированных работ в форме распространенных тезисов (краткий доклад) с приложением чертежей, схем, графиков и расчетных таблиц. Окончательная резолюция по докладу принимается после резюме председателя и только на следующем заседании.
However, despite these internal guarantees, the work still does not possess, in our opinion, the due completed approbation.
Однако, несмотря на эти внутренние гарантии, работа еще не имеет, по нашему мнению, должной законченной апробации.
At the enterprise the work passes through a complex situation, where the labourers constantly come into contact with the factory public [общественность] (the party, Komsomol and trade-union organisations, the organs of the ITR [engineering-technical workers]). At the same time the work must find its, so to speak, administrative-technical recognition. A positive review from the directorate is for us an indispensable condition for the continuation, deepening and expansion of the works.
На предприятии работа проходит в сложной обстановке, где работники постоянно соприкасаются с заводской общественностью (партийная, комсомольская и профессиональная организации, органы ИТР). В то же время работа должна найти свое, так сказать, административно-техническое признание. Положительный отзыв дирекции является для нас непременным условием продолжения, углубления и расширения работ.
Upon the approbation from the side of the technical directorate we cannot look as upon a variety of expert-examination. True, we demand exact written reviews, motivated objections [отводы: challenges], or else rejections of our proposals that leave no doubts whatsoever. The review of the directorate has for us chiefly a tactical significance.
На апробацию со стороны технической дирекции мы не можем смотреть как на разновидность экспертизы. Правда, мы требуем точных письменных отзывов, мотивированных отводов или же не оставляющих никаких сомнений отклонений наших предложений. Отзыв дирекции для нас имеет главным образом тактическое значение.
In general, tactical moments begin to play an ever greater and greater role in proportion to the practical expansion and deepening of the works.
Вообще тактические моменты начинают играть все большую и большую роль по мере практического расширения и углубления работ.
A firm position created at the enterprise, proven by the stability and effectiveness of the works, can already give the ground for the fixation of these works in the combine [объединение: industrial association], and further in the special administration of the People’s Commissariat, and, finally, in its supreme leadership, for the expansion of the works beyond the limits of the given enterprise or combine.
Создавшееся прочное положение на предприятии, доказанное устойчивостью и эффективностью работ, уже может давать основание для фиксации этих работ в объединении и дальше в специальном управлении наркомата и, наконец, в верховном его руководстве для расширения работ за пределы данного предприятия или объединения.
The weighing of tactical moments at this stage has an already entirely exceptional significance. The transfer of the work of an enterprise or of several onto the rails of new methods, radically reconstructing the usual organisational practical principles, is a complicated affair precisely in the tactical respect. That is why we practise here a particular circumspection, despite our subjective confidence in the rationality and provenness of the methods.
Взвешивание тактических моментов на этой стадии имеет уже совершенно исключительное значение. Перевод работы предприятия или нескольких на рельсы новых методов, радикально перестраивающих обычные организационные практические принципы, – дело сложное именно в тактическом отношении. Вот почему мы практикуем здесь особую осмотрительность, несмотря на нашу субъективную уверенность в рациональности и доказанности методов.
If formerly in our work the determining significance belonged to the method of works itself and to the direct content of the work, then now, without weakening (but, on the contrary, ever deepening our methodological baggage) the attention to methodological problems, we have passed through an organisational-tactical school.
Если прежде в нашей работе имел определяющее значение самый метод работ и непосредственное содержание работы, то теперь, не ослабляя (а, наоборот, все углубляя наш методический багаж) внимания к методическим проблемам, мы прошли организационно-тактическую школу.
One may stand in the methodological respect at a great height, one may carry out exceptionally successful experiments and practical realisations at the enterprises, but afterwards, on the basis of all this, one may nonetheless carry out an unsuccessful tactical organisational construction for the realisation of the achievements on a broad base.
Можно стоять в методическом отношении на большой высоте, можно провести исключительно удачные эксперименты и практические реализации на предприятиях, но потом на основе всего этого все же можно провести неудачное тактическое организационное построение для реализации достижений на широкой базе.
And it must be said directly that the enormous capital of CIT, accumulated over more than a decade of its work, has need at the present time precisely of this: that, having taken account of the supreme party directives in those spheres in which CIT works, a correct, successful, tactical solution be determined for the circulation [turning-over, обращение] of this capital on a broad base. The tactical solution itself in this sense must be worked out and formulated by CIT with the authoritative participation and assistance of the supreme organs of the leadership of industry.
И надо прямо сказать, что огромный капитал ЦИТ, накопленный больше чем за десятилетие его работы, нуждается в настоящее время именно в том, чтобы, учтя верховные партийные директивы по тем областям, в которых работает ЦИТ, определить правильное, удачное, тактическое решение для обращения этого капитала на широкой базе. Самое тактическое решение в этом смысле должно быть выработано и сформулировано ЦИТ при авторитетном участии и содействии верховных органов руководства промышленностью.
We have arrived at the boundary where we must resolve these large tactical questions.
Мы пришли к грани, когда нам надо решать эти большие тактические вопросы.
The preparation of the Labour Force, the production preparation of school youth, the setting-up of the organisation of labour at the enterprises and of its norming [rate-setting], the organisation of production with its clinical dissection [препарация], technical reconstruction (of machine-tools and fixtures) — such is the sum of questions which may now, in different directions, across various branches of industry, with various, so to speak, counter-agents [contracting parties], be discussed by us for realisation on a broad base.
Подготовка рабочей силы, производственная подготовка школьного юношества, постановка организации труда на предприятиях и его нормирования, организация производства с его клинической препарацией , техническая реконструкция (машин-орудий и приспособлений) – вот сумма вопросов, которая может быть по разным направлениям, по различным отраслям промышленности с различными, так сказать, контрагентами обсуждаема нами теперь для реализации на широкой базе.
